Action Surge breaks all the usual rules. A fighter/wizard can use action surge to actually cast two normal spells per round. Oddly enough, if you cast a spell with a bonus action you still can't cast another normal spell even with action surge, but you could cast a bonus action spell and two cantrips.

Quick clarification of spells cast with a bonus action.
I have read the PHB and the sage advice regarding spells cast with a bonus action and they both specifically mention if you cast a spell with a bonus action you cannot use your action to cast a spell unless it is a cantrip with the 1 action designation.
My question is this.
Or does the order of use not matter and if you use a bonuse action spell whether cast before your action or not you are still limited to a cantrip as your action?
So example I cast Healing word as a bonus action first thing during my turn.
Per rules I can only cast a cantrip if I intend to cast a spell as my action otherwise I must use something else as my action.
This is how it seems to be written in PHB and Sages advice Example of my question.
I cast Cure wounds on someone as my action first thing on all bonus action spells 5e turn, I then cast healing word as my bonus action.
Is this possible or against rules?
Meaning as long as my bonus action spell was cast after my initial spell used as my action.
From my perspective, two things: 1.

If you cast a regular spell first, you cannot cast a leveled spell.
Order doesn't matter, otherwise the rule would be pretty meaningless.
This is untrue -- Basic Rules, p.

If yes, then cast you bonus action spell.
If no, then you can't.

I agree with this interpretation.
If you cast a spell using your action, and that spell is not a cantrip, you've effectively 'turned off' your ability to cast a bonus action spell that turn, because the rule for casting bonus action spells specifies that all bonus action spells 5e can't cast another spell during the same turn you cast a bonus action spell, unless that other spell is a cantrip with a casting time of one action.
Also note that the rule for casting bonus action spells specifies that you cannot have already used your bonus action that turn -- so a rogue using Cunning Action or a character using Two-Weapon Fighting cannot also cast a bonus action spell, or any spell that would be made into a bonus action via a different ability such as the sorcerer's Quicken Spell Metamagic ability.

If you cast a spell that has a casting time of 1 bonus action arbitrary example, hexyou can cast a cantrip that has a casting time of 1 action.
So, you could cast ray of frost as your all bonus action spells 5e action since it is a cantrip with a casting time of one action.
You couldn't cast a first-level spell as your regular action.
This doesn't account for further exceptions e.
In one round, you can cast three spells: one with a casting time of 'bonus action', one cantrip with a casting time of '1 action', and one with a casting time of 'reaction'.
So, Hex and Ray of Frost, yes.
Hex and Magic Missile, no.

Under a haste spell, a wizard could cast ray of frost once, attack with a weapon once, and cast one other spell that has a bonus action cast time.
Alternatively he could cast a regular 1 action spell, and make a weapon attack, and do some other non-spell related bonus action.

With a feat, you can cast a spell as a reaction when given an opportunity attack, that is another way to get extra casts.
As an Eldritch Knight there is some ability that lets you make an attack and a cantrip all in one action, IIRC.
Not super familiar with the EK abilities.

This pretty clearly rules out AOE spells like fireball, and in our group we rule that it also rules out spells like magic missile - i.
That said, I am wondering what spells could be used, if you can't even use magic missile with it- seems like it would just be limited to cantrips with that sort of interpretation.
As a DM, I'd allow magic missile to be cast, as long as all the missiles target the all bonus action spells 5e creature.
As a player, I don't think I would care too much if my DM told me I couldn't cast Magic Missile, although it might make me a little less likely to pick the feat in the first place.
As feats go, war caster isn't on the "danger, very powerful!
Shocking grasp forces them out of taking reactions, ray of frost lowers their speed by 10 ft, dissonant whispers makes them flee, crown of madness makes them attack their allies, ray of sickness does damage and then some, vicious mockery can impose disadvantage and do damage, chill touch keeps them from healing, disintegrate does.
Inflict wounds does 3d10 at level 1.
I would rule an ongoing spell like vampiric touch can be used in this manner as well.
Just to give a few examples.
For example rogues have an ability that gives them a bonus action to hide, dash, or disengage.
No matter how many abilities you have that grant bonus actions, you can only use one per turn.
There is also a less-clear rule that says 1 spell per turn, but a spell and a cantrip learn more here OK.
Usually, it's the reverse, however.
For example, the Eldritch Knight has a feature that if all bonus action spells 5e cast a cantrip, you all bonus action spells 5e use a bonus action to make an attack, but not cast spells.
Was there a particular class feature you were looking at?
You don't need a class feature to cast a spell as a bonus action.
You need to know a spell that has "bonus action" as its casting time.
